Higher education market monitoring tool

The higher education market monitoring tool shows insights into supply and demand for higher educational subjects across England at a regional level, with insights into research data across the UK.

About the data

The prototype higher education market monitoring tool contains data from a range of sources filterable by subject, region, provider and other student characteristics where possible:

  • UCAS applications: published UCAS end-of-cycle data showing the number of applications and acceptances over time.
  • Student loan takeup: Student Loans Company data for undergraduate students, showing the takeup of student loans for different subject areas.
  • Size and shape from student recordsHESA and Individualised Learner Record data, showing the number of students currently studying in higher education in England.
  • Interactive maps: HESA and Individualised Learner Record data, showing the locations at which students are studying higher education courses at OfS-registered providers.
  • Study outcomes: HESA and Individualised Learner Record data, with continuation, completion and progression calculated using the B3 methodology.
  • Student progressionGraduate Outcomes data showing the flows of students between the region where they grow up, the region where they choose to study in higher education, and the region where they take up employment after their studies.
  • Research capabilities: Transparent Approach to Costing (TRAC) and SciVal(R) data from Elsevier, showing research inputs and research outputs from higher education.
  • Regional research: TRAC and SciVal(R) data from Elsevier, showing regional trends in research publication by UK region.
  • Provider research: TRAC and SciVal(R) data from Elsevier, showing provider trends in research publications by subject.

Whilst many of the datasets are publicly available, including UCAS data, the full underlying datasets have not been made available in the initial prototype of the tool. We expect to make the underlying data available in future iterations of the tool.

Rounding and suppression

All proportions and percentages are rounded to one decimal place (apart from the SciVal field-weighted citation impact which is rounded to two decimal places). Counts are otherwise rounded as follows:

Missing data

All of the data has been calculated on unrounded values, except where the original dataset was already initially rounded (UCAS and SciVal). In order to prevent the disclosure of sensitive data, the following suppression codes have been applied:

  • [none]: there are 2 or fewer students in the denominator.
  • [low]: there are more than 2 but fewer than 23 students in the denominator.
  • [DPL]: data has been suppressed for data protection reasons. The code [DPL] has been used to indicate where the data has been suppressed due to numerator or headcount that is less than or equal to 2, meaning that the indicator will take on a value close to 0 per cent.
  • [DPH]: data has been suppressed for data protection reasons. For the indicators data, the code [DPH] has been used to indicate where data has been suppressed due to a numerator that is greater than 2 but is within 2 of the denominator.

In the research capabilities, regional research, and provider research tabs, "excluded" appears where there is insufficient data.

We also publish a size and shape of provision data dashboard each year, which we use in our regulation to understand the context of individual providers. This includes data about a provider’s size, the types of courses and mix of subjects it offers, and the characteristics of its students.

Developing the market monitoring tool

This tool has been published as a prototype to allow us to gather feedback and develop the tool iteratively alongside local and regional decision makers and the higher education sector. We are actively seeking feedback to determine the tool's value and understand what improvements and changes would help in developing this further.

We expect to update the tool iteratively following feedback collection. We expect to publish the next update in the first half of 2027.
