8 Development of approach to the regulation of governance in higher education providers

A paper to provide the board with early views on the current state of management and governance in the higher education sector and our plans to develop our policy in this area.

We intend to write to chairs of governing bodies later in 2025, and expect to publish a consultation in 2026.

9 Report from the Risk and Audit Committee

An oral report of the meeting on 25 September.

We expect to publish a written report with the December board papers. 

10 Risk report

The latest report on the current strategic and principal corporate risks.

This paper is considered to be exempt from publication. A summary of risks is published in the annual report.

11 Oversight of the designated data body

A paper outlining the OfS’s approach to overseeing the designated data body (DDB), including the upcoming triennial review. 

This paper is considered to be exempt from publication. We expect to publish the OfS Statement of Expectations of the DDB, and the DDB Statement of Expectations of the OfS once agreed.

12 Financial sustainability update

An update on projected student recruitment levels for English higher education providers for autumn 2025. 

This paper is considered to be exempt from publication. An update to the May 2025 financial sustainability report will be published in November. 

13 Market exit update

An update on overall market exit risks across the sector, and updates on individual cases.

This paper is considered to be exempt from publication. 

14 OfS Efficiency and performance

Efficiency programme

A paper setting out the OfS’s approach to efficiency in 2025-26, and the development of plans for 2026-27 and 2027-28.

OfS performance, resources and finance report

A report on delivery of our regulatory work and an update on our financial position.
