Student outcomes and teaching excellence

We have been consulting in phases on how we should regulate quality and standards and take action to protect students when universities and colleges do not meet our minimum requirements. 

Our approach has been designed to promote the very best teaching in the English higher education system and to ensure that students are protected from the minority of providers delivering courses below our minimum expectations.


1. Student outcomes

Setting minimum requirements for the outcomes that universities and colleges deliver for students. This approach will ensure that students are equipped with the skills and support they need to succeed after they graduate.


2. The TEF

The TEF will recognise universities and colleges that deliver excellent teaching and successful outcomes for their students, providing an incentive for them to deliver excellent teaching and learning for their students, over and above the minimum requirements.


3. Student outcome and experiences data indicators

The way we will construct, present and interpret the data which will form the evidence base for regulating student outcomes and inform TEF assessments.

Further background

We set out the general principles of our proposed approach to regulating quality and standards in a consultation which ran from November 2020 to January 2021.

We then set out proposals for how we would do this through revisions to our conditions of registration that relate to quality and standards. This consultation ran from July 2021 to September 2021.
