Delivery of transnational education to students in Russia

We know some universities and colleges that deliver courses to students in Russia are considering whether and how they can continue to deliver those courses as planned in the current exceptional circumstances. 

On 15 March 2022 we wrote to accountable officers of registered providers setting out our regulatory requirements as they apply to those students in these circumstances:

We are aware that some providers deliver courses to students located in Russia and are making decisions about the extent to which it is possible to continue to deliver those courses as planned. To the extent that our regulatory requirements apply to relevant students, the OfS has decided that it would not expect to prioritise enforcement action in relation to matters that only concern such students from 11 March 2022 until further notice. This is due to the exceptional circumstances that currently exist and is not an indication of the approach the OfS would take in different circumstances. Where a provider does decide it can no longer deliver a course to relevant students as planned, we would expect it to communicate its decision and the consequences for individual students clearly to all concerned.
