Transfer from the further education to the higher education sector

Further education corporations in England are eligible to apply for transfer to the higher education sector if 55 per cent of their students are studying courses of higher education.

On transfer to the sector a further education corporation will become a Higher Education Corporation (HEC), and eligible to receive government funding for its higher education provision.

How to apply for transfer will change from the 31 July 2019. 

Applications before 31 July 2019

To process and assess applications submitted before 31 March 2019, we will follow the Government’s guidance on transferring from the further education to the higher education sector.

The OfS will take over HEFCE’s role in this process.

If providers apply for transfer into the higher education sector on or before 31 July 2019 they will not be eligible to receive new grant funding in 2018-19.

 To be eligible to receive grant funding from the academic year 2019-20 onwards they would need to be registered in the approved (fee cap) category of the OfS register. 

Applications after 31 July 2019

If you are applying for transfer from the further education to the higher education sector on or after 1 August 2019, we will process and assess your application in line with future guidance.
