Phase three includes three consultations which are open from 20 January 2022 to 17 March 2022.
We are consulting on three new sets of proposals for our regulation of quality and standards in English higher education:
- Setting minimum requirements for the outcomes that universities and colleges deliver for students. These proposals are designed to ensure that students are equipped with the skills and support they need to succeed after they graduate.
- A new TEF (Teaching Excellence Framework), which would give ratings to universities and colleges, providing an incentive for them to deliver excellent teaching and learning for their students, over and above the minimum requirements
- The way we propose to construct, present and interpret the data which would form the evidence base for regulating student outcomes and would inform TEF assessments. The same data also supports our work to ensure that all students, irrespective of their characteristics, have equal opportunity to benefit from their higher education.
