Higher education providers with an approved access and participation plan (APP) covering the academic year 2019-20 must provide information to the OfS on the progress they are making towards the targets and commitments set out in their plan.
Information the OfS will use to monitor access and participation plans
The OfS will assess each provider's progress in meeting the objectives and targets set out in their 2019-20 access and participation plan. This will include an assessment of the information they submit in their access and participation monitoring returns.
We may also consider other key sources of information in order to assess progress. These include:
- Information submitted by a provider's students in an independent submission
- The latest available data in the access and participation dataset
- Submissions made by a provider in relation to enhanced monitoring requirements or a specific condition of registration imposed when the plan was approved
- Reportable events and other third party notifications.
Access and participation plan monitoring returns must be submitted to the OfS via the provider portal by 16 April 2021.
Students will also be invited to submit an independent return to the OfS on the progress their provider is making on the delivery of commitments in the plan.

In November 2020 we held an online event on getting access and participation plans back on the track. This event outlined our broad approach to how we will regulate and monitor APPs in the context of the pandemic.
