Consultation on reportable events

We are consulting on our requirements for ‘reportable events’. A ‘reportable event’ is a standing requirement placed on each registered provider to report certain events or matters to the OfS. We are seeking views on the way we define a ‘reportable event’ in the regulatory framework and on revised guidance to help providers to understand and meet the OfS’s reporting requirements.

Consultation on the Office for Students’ approach to monetary penalties

We are seeking views on our proposed approach to the use of our powers to impose monetary penalties on a higher education provider that breaches its conditions of registration with the Office for Students.

Teaching capital funding monitoring 2019-20

A deadline of February 2021 had been set for providers to submit a short report providing assurance that any formula capital funding they had received from the OfS in the financial year 2019-20 had been used for the purposes given. In response to the challenges that providers continue to face we will now delay requesting such a report. Full guidance on any requirements that we may have for providers will be issued in later in 2021.

The OfS receives and generates information about the sector as a whole and about individual providers’ performance and regulatory compliance. We are now seeking views on our proposed general policy approach to the publication of information about particular providers, and particular individuals connected with them, where that information is relevant to our regulation of higher education providers.

Higher Education – Business and Community Interaction survey

Every registered provider in the Approved (fee cap) category (excluding further education and sixth form colleges) will need to submit details of the volume and direction of interactions between the provider, business and the wider community.

The data is used by UKRI to allocate Higher Education Innovation Fund funding and to generate metrics for the Knowledge Exchange Framework.

This data is collected by HESA. Further information is available from HESA's website.

Bids for funding competition to improve access and participation for black, Asian and minority ethnic students in postgraduate research

Higher education providers can bid for funding for project proposals to improve access and participation for black, Asian and minority ethnic groups in postgraduate research (PGR).

This is a joint funding competition run by Research England (RE) and the Office for Students (OfS).

Individual Learner Record (ILR) data return

Every registered further education college and sixth form college will need to submit details of individual students and the courses they are studying.

The data collected underpin the OfS’s regulatory approach including metrics used to monitor condition B3 (student outcomes).

This data is collected by ESFA. Further information is available from GOV.UK.

Within seven calendar months of a provider’s financial year end (exact dates will be issued to providers)

Annual financial return

Every registered provider (excluding further education colleges and sixth form colleges) will need to submit financial data consistent with its latest audited financial statements, forecast financial and student number data, and other relevant contextual information, including signed, audited financial statements. A provider will need to submit the management letter from its external auditor.

The data collected is used to monitor the financial viability and sustainability of providers, in particular in considering compliance with Condition D (financial viability and sustainability).

This data is collected by the OfS.
